I purchased the new …
I purchased the new 5th gen Nano. The camera is nice, but it’s video quality is below average, but still acceptable. The special effects are very cool. The sound quality is very good using lossless files with quality headphones. The supplied earbuds totally suck. The FM tuner is surprisingly good. Decent reception where I live. All in all I love it. The build quality is superb.

Would be a bad business move for Apple. Whats in there for them? What do they do with your used iPod?
Why would they bother to redistribute your used iPod?
If you want the new iPod you have to buy it, thats exactly what Apple wants.
So there no way Apple would ever do that.
But what you can do is to sell it and buy a new one. That way you pay the difference.

Apple started to …
Apple started to put water detector stickers in all the ipods starting in either 2001 or 2006, i don’t remember which, but all new iPod would have the sticker in it.

throw it in a bag …
throw it in a bag of rice, you might get it working, else take it to the apple store and tell them it defected. Reason why you should put it in rice is because it will suck all the moisture out and might get your nano to start working again. Also sometimes apple check for moisture content so this way there won’t be any moisture left, forcing them to replace it.
